KHR Organization Condemns the Deportation of the Algerian Human Rights Activist Nassera Dutour

On July 30, 2025, the Algerian human rights activist Nassera Dutour  was deported from her homeland upon landing in Algiers, where she had traveled to visit her family.

After more than three hours of questioning, authorities justified the deportation by invoking Law No. 08-11 of 25 June 2008, a legal framework applicable only to foreign citizens. This justification is both unfounded and unlawful, as Mrs. Dutour is an Algerian national.

As an Algerian citizen, her fundamental rights — including the freedom of movement — are explicitly guaranteed by Article 49 of the Algerian Constitution. Denying her entry into her own country constitutes a grave violation of these constitutional protections.

The deportation of Mrs. Dutour is not an isolated administrative measure but a troubling act of repression targeting human rights defenders. It reflects an alarming trend of silencing civil society voices and undermining the principles of justice and rule of law in Algeria.

In response, Mrs. Dutour has initiated legal proceedings against the Algerian State, demanding accountability for the violation of her rights. This case is not unique, since another Algerian, Farid Alilat, was deported from Algiers on April 13, 2024, demonstrating a pattern of unlawful expulsions against Algerian citizens.

KHR urgently calls on the international community — including the United Nations, the European Union, and international human rights organizations — to condemn these violations and pressure the Algerian authorities to uphold their constitutional and international obligations.

Protecting human rights defenders like Nassera Dutour is essential to safeguarding democracy, justice, and the rule of law in Algeria.
